Suggest the County implement an internet accessible Checkbook System such as the one currently accessible at the Commonwealth level. Such a system will help streamline financial functions, enhance accountability and increase transparency.

Thank you, Mr. Hogge, for your thoughtful comments. I have reviewed the Commonwealth’s site I believe you are referencing, Data Point hosted by the APA (Auditor of Public Accounts) Department, and have reached out to them for information on costs, implementation time and resources, challenges, etc. The Commonwealth still produces their Biennium Budget, by the Department of Planning and Budget, and their CAFR (Comprehensive Annual Financial Report), by the Department of Accounts, as required by Federal and State regulations and so will inquire how the Data Point site has assisted in streamlining financial functions and accountability in those processes that ultimately produces these reports.

The departments of Information Technology, Financial Services, and the Treasurer’s Office continue to work closely together looking for opportunities to increase financial transaction transparency and streamline our processes in developing budgets, performance measures, cash flow monitoring and forecasting, and with the various annual reporting requirements. In fact, I have submitted a capital project request for funding under $200K in support of the additional technology to improve our financial process in particular with multi-year capital planning and operating budget development. All submitted Capital Improvement Planning requests for the 5 Year (FY18-FY22) will be posted soon on the County’s website for citizen review. comment...

As a follow up, we have received some additional information on the Commonwealth’s Data Point site. The costs for software and servers is estimated to be around $600K. It took eight months to build and continues to be improved over time. In fact, they are in the middle of a redesign. Costs of existing resources used during the process is hard to calculate. It was built in-house and is separate from the accounting and budget systems. They do obtain the data from the Department of Accounts and create their own data warehouse. We will continue to evaluate this and other opportunities to increase our transparency considering and weighing the cost-benefit of each option.
